Does not matter if you have a static IP or not, you will ALWAYS get an IP from Cox when you set your device to use DHCP.
Sounds like you router/computer is having an issue. Since you are a new install you should be able to get a service call for free. The installer should have given you their number, try calling them and explaining the issue to them.
